On December 9, 2025, the Resolution by which the Plenary Session of the Telecommunications Regulatory Commission approves and issues the Guidelines for the Identification of Mobile Phone Lines (the “Guidelines”) was published in the Official Journal of the Federation. The Guidelines establish various direct obligations for mobile phone service providers, including, among others, the procedures and requirements necessary to link mobile phone lines with their holders and/or users.
This measure aims to enhance security in the use of mobile services by monitoring the use of telephone lines for criminal purposes, as well as to provide certainty to the mobile services ecosystem by creating a trustworthy environment in which service providers can identify consumers and the lines associated with them, thereby reducing opportunities for the illicit use of mobile communication technologies.
In accordance with the Mexican Telecommunications and Broadcasting Law, concessionaires operating public telecommunications networks that provide mobile services as well as service providers, must activate and maintain the service for those lines associated with holders and/or users who have presented an official identification, in accordance with the Guidelines.
The link must be established between the line and the holder and, where applicable, the line’s users. Under the Guidelines, the “holder” is the individual or legal entity that contracts and maintains one or more lines in their name, without necessarily being the direct user of such lines. On the other hand, the “user” is the individual who makes direct use of one or more lines, whether or not they are the holder.
Specifically, legal entities acting as holders are required to link the telephone lines to their corporate name. In accordance with the Guidelines, the linking process for legal entities must be carried out in person by their legal representative.
In the case of legal entities, mobile service providers may record only the name or business name, the Federal Taxpayer Registry (RFC), the associated telephone number, the trusted source consulted, and the result of the identity validation, which is an automated process used to validate the data of the holder of an official identification document, which, in this case, would be that of the legal representative.
As of July 1, 2026, all lines that have not yet been linked will be suspended until the corresponding registration has been completed, and such lines may be used only to make calls to emergency numbers and public service numbers.
Finally, it is important to note that the Guidelines exempt from the linking requirement those telephone numbers associated with a SIM card that do not have the capability to make voice calls, send SMS messages, or make calls via the Internet.
